If they are, you could try to remove the glazing by scuffing them up a bit with sandpaper. You have nothing to lose as you are probably going to have to replace the pads anyhow. As for the rotor, just clean it with rubbing alcohol, brake cleaner or something else that doesn’t leave a residue.
