However one of the first military traditions you can choose as Rome on the Italic tree lets you upgrade that to 6, meaning you can support up to 2 level 1 forts in each province. So if you are on a penninsula 3 provinces wide, if you place a fort in the center, you can't just walk the coast to avoid the fort. They have to go and siege it down.
